    Family Responsibilities Discrimination and the New Institutionalism: The Interactive Process Through Which Legal and Social Factors Produce Institutional Change

    The recent formal adoption of both the logic and language of legal and work/family activists by the U.S. Equal Employment Opportunity Commission (EEOC) legitimized the issue of workplace discrimination against employees with family caregiving responsibilities and conferred credibility crucial for triggering social change. In this Article, the Author examines the social and legal process leading to such an important action on the part of the U.S. government by identifying key change agents involved: legal intellectuals, the media, the Alfred P. Sloan Foundation, work/life activists, and hybrid political organizations. The Author then draws from new institutionalist theory to consider whether substantive social change has occurred, and, if not, where we might look to see such change

    Information theoretic approach to interactive learning

    The principles of statistical mechanics and information theory play an important role in learning and have inspired both theory and the design of numerous machine learning algorithms. The new aspect in this paper is a focus on integrating feedback from the learner. A quantitative approach to interactive learning and adaptive behavior is proposed, integrating model- and decision-making into one theoretical framework. This paper follows simple principles by requiring that the observer's world model and action policy should result in maximal predictive power at minimal complexity. Classes of optimal action policies and of optimal models are derived from an objective function that reflects this trade-off between prediction and complexity. The resulting optimal models then summarize, at different levels of abstraction, the process's causal organization in the presence of the learner's actions. A fundamental consequence of the proposed principle is that the learner's optimal action policies balance exploration and control as an emerging property. Interestingly, the explorative component is present in the absence of policy randomness, i.e. in the optimal deterministic behavior. This is a direct result of requiring maximal predictive power in the presence of feedback.Comment: 6 page

    Deposition And Drying Dynamics Of Liquid Crystal Droplets

    Drop drying and deposition phenomena reveal a rich interplay of fundamental science and engineering, give rise to fascinating everyday effects (coffee rings), and influence technologies ranging from printing to genotyping. Here we investigate evaporation dynamics, morphology, and deposition patterns of drying lyotropic chromonic liquid crystal droplets. These drops differ from typical evaporating colloidal drops primarily due to their concentration-dependent isotropic, nematic, and columnar phases. Phase separation occurs during evaporation, and in the process creates surface tension gradients and significant density and viscosity variation within the droplet. As a result, the drying multiphase drops exhibit different convective currents, drop morphologies, and deposition patterns (coffee-rings)

    FUSE Observations of a Full Orbit of Hercules X-1: Signatures of Disk, Star, and Wind

    We observed an entire 1.7 day orbit of the X-ray binary Hercules X-1 with the Far Ultraviolet Spectroscopic Explorer (FUSE). Changes in the O VI 1032,1037 line profiles through eclipse ingress and egress indicate a Keplerian accretion disk spinning prograde with the orbit. These observations may show the first double-peaked accretion disk line profile to be seen in the Hercules X-1 system. Doppler tomograms of the emission lines show a bright spot offset from the Roche lobe of the companion star HZ Her, but no obvious signs of the accretion disk. Simulations show that the bright spot is too far offset from the Roche lobe to result from uneven X-ray heating of its surface. The absence of disk signatures in the tomogram can be reproduced in simulations which include absorption from a stellar wind. We attempt to diagnose the state of the emitting gas from the C III 977, C III 1175, and N III 991 emission lines.     Balancing resource protection and development in a highly regulated river: The role of conjunctive use

    The central position of water in social and economic development drives the imperative for water storage, particularly in water-stressed parts of the world. A consequence is that rivers are perceived primarily as locations for water storage as we seek to manage risks to social welfare and development. Assurance of supply becomes the dominant paradigm shaping decisions about allocation of water from impoundments. When this paradigm is deeply ingrained it constrains decision-making around flow management for other purposes, particularly for sustaining ecological systems. Ten years ago South Africa introduced progressive legislation for water resource management (the National Water Act of 1998) which enshrines the ecological Reserve. This requirement for the environment is not considered as a water use, because the environment is the resource. However, due to the very complex Reserve determination process, and perhaps a lack of political will, the ecological Reserve has proved difficult to implement and has only now started to be implemented in some river systems. In the case of the lower uMngeni River in KwaZulu-Natal, besides releases to maintain a minimum river flow (the so called ‘compensation flows’, which were never designed as environmental flows), for nearly 20 years there has been an unofficial policy to allow spates on between 1 and 4 days per year to make possible the continuation of the prestigious Dusi Canoe Marathon. The total amount of water involved is just over 1.2% of the river’s virgin MAR, although in years perceived to be dry the releases may be cut to as little as 0.3% of the virgin MAR. While these releases have been tolerated for the continuation of a high-value recreational industry, they are in fact aligned, albeit with a fraction of the necessary volume, with the environmental flows that would be required if the ecological Reserve had been determined. The releases for these events therefore have a dual or conjunctive value, serving both environmental and recreational purposes at the same time. We suggest that considerations of conjunctive use offer practical opportunities for balancing resource protection and development in regulated rivers.     Improving the performance of a traffic system by fair rerouting of travelers

    Some traffic management measures route drivers towards socially-desired paths in order to achieve the system optimum: the traffic state with minimum total travel time. In previous attempts, the behavioral response to route advice is often not accounted for since some drivers are advised to take significantly longer paths for the system’s benefit. Hence, these drivers may not comply with such advice and the optimal state will not be achieved. In this paper, we propose a social routing strategy to approach the optimal state while accounting for fairness in the resulting state. This routing strategy asks travelers to take a limited detour in order to improve efficiency. We show that the best possible paths (in terms of efficiency) to be proposed by a service adopting this strategy can be found by solving a bilevel optimization problem with a non-unique lower-level solution. We use techniques from parametric analysis to show that the directional derivative of the lower-level link flows however exists. This derivative is the optimal solution of a quadratic optimization problem with a suitable route flow solution as parameter. We use the derivative in a descent algorithm to solve the bilevel problem. Numerical experiments in a realistic environment show that the routing strategy only asks a small fraction of the drivers to take a limited detour and thereby substantially improves the performance of the traffic system
